Neighborhood Watch is easy to implement and start. Neighbors identify safety issues in their areas and choose people who are willing to act as block coordinators and work with the police department to observe their areas and make crime reports. The role of the block coordinators, who will be trained in simple procedures, is not to act as vigilantes or substitute police, but rather to assist in looking out for their neighborhoods. In fact, the Neighborhood Watch program is meant to be inclusive and to involve children, youths, adults and the elderly, regardless of nationality.
The program is designed to link the police department and trained members of the community through a network of colonia presidents and "block coordinators."
